The wider electrical/PVC tape (2" or 3" wide) is good, I just get it from the hardware store and ask for PVC tape. If you want something else that sticks well, use Tegaderm (3M - 16004 m- 4inchx11yards or 10cm/10m). It stays on decently well (better than duct tape I've found) if you place one strip firmly over the mouth, but when you wrap it around the head tightly it stays on fairly well. We had some and tried it and found that it didn't want to stay on? It came off pretty easily. Stuffed wrapped gag FTW, especially microfoam or electrical tape.
